France is an important shareholder and partner for the World Bank Group. It is the fifth-largest shareholder in IBRD and fourth-largest in IFC. France is represented on World Bank Group boards by an Executive Director appointed by the government.
France is a key donor to IDA, of which it is a founding member.
IFC has a long-term commitment portfolio of over $5.3 billion with French sponsors, ranking first in Europe. France is the second-largest user of MIGA guarantees among investor countries, with $6.054 billion in outstanding guarantees as of July 31, 2025.
The French Development Agency (AFD), which is the World Bank Group’s largest bilateral co-financing partner, provides $3.1 billion, alongside $9.2 billion from the World Bank, as of March 2025.
France has hosted a World Bank presence in Paris since 1947. The Paris office has grown to over 250 staff from across the World Bank Group, including 75 people from IFC. It hosts the second-largest MIGA team outside Washington, including staff who work on operational, knowledge, and corporate programs in partnership with French and other European partners and clients.
